Mongolia Tax, Banking and Cross-Border Payment Compliance
A workable compliance system aligns the registered company, operating model, contracts, invoices, bank KYC, tax filings and supporting evidence.
1. Tax and banking start with the operating model
Before opening an account or sending funds, define the Mongolian entity, shareholders, business activity, customers, suppliers, currencies, funding method, expected transaction size, staff and related parties. Registration, tax, accounting, bank KYC and contract records should describe the same business.
2. Bank KYC is an independent review
Company registration does not guarantee account opening. Banks may examine beneficial owners, directors, source of funds, business purpose, counterparties, expected turnover, tax status and physical operations. Requirements and risk appetite differ by bank and may change.

4. Build a cross-border payment file
A defensible payment file normally aligns the signed contract, invoice, acceptance or delivery evidence, customs documents where applicable, tax treatment, beneficiary account and internal approval. Loan, capital contribution, dividend, royalty and service payments require different supporting records.
5. Monthly and annual compliance calendar
Maintain a calendar for bookkeeping close, invoices, payroll, social insurance, tax returns, statutory reports, licences, bank information updates and annual filings. Each item should have an owner, source document, review point and evidence of submission.
6. Accounting and evidence control
Contracts, invoices, receipts, customs records, bank statements, payroll and fixed-asset records should be retained in a searchable bilingual index. Translation is prioritised for documents reviewed by banks, tax authorities, auditors or headquarters.
7. Warning indicators
Material risk indicators include unexplained third-party payments, contract and invoice mismatches, personal accounts used for company business, unsupported cash movements, inconsistent beneficial ownership, missed filings and a registered activity that does not match actual operations.
